Chris Dobbin is the Director of Service & Special Projects and is responsible for managing and growing the Service and Special Projects group in the GTA. He has been with Govan Brown for over 22 years. He has successfully completed dozens of interiors and renovation projects for Govan Brown with an emphasis on multi-phased on site renovation projects. Chris currently heads our Service & Special Projects Department; a categorical favourite of many because of their rapport with clients and their ability to respond to project requests in a timely manner. Richard has over 32 years of experience in the Construction industry, first as a skilled Carpenter and Glazer, and then as a Site Manager, and now a key member of our leadership team. His passion is working with consultants and clients through the project process from conception to completion. Richard’s vast experience has developed a multi-faceted skillset with an incredible ability to think outside the box. Now leading a team of almost 50 construction professionals, Richard is focusing on streamlining the site process and help to provide the crucial connection between the 4 key teams: Business Development, Estimating, Project Management and Site Management.
Richard’s expertise includes: corporate interior renovations, tenant fit-outs, retail and hospitality projects, and complex builds (including ground-up construction, site services, exterior work and elevator/escalator work), project management, client pitches/business development and client relations. Pairing his wealth of knowledge with his efficient time management, Silviu offers great support to both Project Management staff and Operations. Silviu has admirable team skills, he effectively reaches milestones, and rapidly adapts to moving targets. His strength lies in utilizing computer systems which couples well with his ability to multitask effectively.
SAM CHOW CHIEF FINANCIAL OFFICER
Sam Chow joined Govan Brown as CFO in 2015. He oversees the finance/accounting and cost engineering functions and since joining the firm, has helped the organization manage risk and maintain control in a period of rapid growth and expansion. Read more
Sam collaborates with multiple teams across the company and is actively involved in various initiatives to improve business processes and aid the organization in better serving its clients. Sam has spent his entire career working in operational finance and prior to joining Govan Brown, has held various financial leadership positions for a number of companies (Malthus, AECOM, Earth Tech, IBM) in the construction, engineering and information technology industries. The one common theme through all his roles has been a focus on change management and helping the organization move in a new direction. Sam obtained his Honours Bachelor of Business Administration (HBBA) from Wilfrid Laurier University. He is a Chartered Professional Accountant (CPA) and achieved his Certified Management Accountant designation in 2006.

Since joining Govan Brown in 2004, Serena has aligned IT strategy with corporate mission, managed the full lifecycle and upgrade of an innovative enterprise business management system (CMiC), and created standard processes that have been applied to daily business operations. As a result, Govan Brown was awarded a Constructech Vision Award in 2008 and again in 2014. Serena is a visionary, dynamic, and committed IT leader with over 20 years of progressive experience in Canada, the U.S, and China, making her a valuable asset in a diverse, multicultural environment. She has a M.S. in Information Technology from Syracuse University.

James is the Director of Cost Engineering for the Govan Brown organization. Since joining Govan Brown in 2006, James has spearheaded the company development and growth of cost control systems. James manages a team of Cost Engineers providing cost control and oversite to each project. Read more

ANDREW WILSON DIRECTOR OF OPERATIONS
Andrew is the Director of Operations for our Prairie Provinces. He is responsible for general oversight of all facets of the day-to-day business of our Calgary, Edmonton, and Winnipeg's operations. Working alongside Trevor Howie, Andrew and Trevor are both based in our Calgary office. Read more

Andrew has 15+ years of experience in the construction industry and has spent the last year working with Govan Brown. In his career, Andrew has had the opportunity to work on projects that range significantly in size and scope, including projects that have had values upwards of $2 Billion. Andrew has excelled in his role because of his ability to organize project documentation and construction efforts while also being able to recognize potential pitfalls that may adversely affect schedules and budgets.
